Do they celebrate St. Patrick's Day in Italy? I will either be in Sorrento or Rome that night.

No. St. Patrick's day is not celebrated in Italy.
However there are a few Irish pubs in Rome (Finnegan's, Fiddler's Elbow, Druid's Pubs, Morrison's) so I'm sure the local Irish expats and Irish visitors in Rome probably gather in those places to celebrate ( joined by some Guiness loving Italians as well).
Sorrento apparently also has at least one Irish bar, it's called Champlin's, on 18 Corso Italia and was founded in 1976. I can see it on Google Streets, has a green awning.
