Assuming you are trying to get there from Rome, first you need to get on a train traveling along the Rome-Foligno-Ancona railway line.
Between Rome and Foligno, to go to Norcia, you would get off the train at Spoleto. Then from Spoleto, you would take a bus up to Norcia.
Spello is on the railway from Foligno to Perugia, between Foligno and Assisi. Once again you would take a train from Rome to Spello, via Foligno. A train change is required in nearly all cases (in Foligno in most circumstances).

We stayed in Spello for 5 nights without a car. It is a 15-20 minute walk from the top of the town to the train station. We loved it as we like to walk. It is a very charming town, but not much English is spoken. The train station is unattended, i.e., you have to buy tickets from a machine and there is no one there to help you. It is an immersion experience to stay in Spello.
Check out the archeological zone in the parking lot at the edge of town. Agricultural mosaic pavements - an ancient market!

We stayed a week in Spello last May with only public transportation. As I usually find (to my disappointment) in Italy, the bus schedules for hoped-for day trips generally don't mesh with my personal schedule. You can go somewhere early in the morning and come back perhaps mid afternoon (school kids' times) but other times are more problematic. From Spello you can easily visit Assisi, Foligno, Perugia and Spoleto on the train (which may be plenty of opportunities for your "few days.") Another option might be to stay in Spoleto (a great place to visit, but not as small and charming as Spello), where you could day trip to Spello on the train and to Norcia on the bus (if you're lucky! - I didn't check the actual bus schedules).
