I wonder if they're referring to the glass elevator at the Vittoriano memorial in Rome. It's supposed to have some good views of the city from the top. Do you have any more info than what you've given here?

It's on the back side of the Victor Emmaneul Monument.
The easiest way to find it is to take Ricks' Secret Door, from the Roman Forum walk. Find the She wolf climb the stairs go thru the door, follow the passages to a great view Cafe at the top of Rome. walk around it and you're at the elevator. Takes you to the top of the Monument. We were there in March, good size line,think tickets were under 10E

Rome from the Sky elevator was 7 euros each in October. IMHO well worth it. Had a bite at the cafe there after a 4 hour tour of Ancient Rome, then spent about half an hour on the top enjoying the view. It closed at 1830 in October, so not a night activity. Line was about 15 minutes for us, late in the day (1700).
