My guess it would be ok since the knees are covered. After all that is what the Vatican guards wear. General rule is knees and shoulders covered.

Knees and shoulders must be covered. They don't care how. You will see people wearing paper pants that are sold at the nearby shops in order to gain entry. If these are okay I'm sure leggings will be. Donna

I wore a tunic top that ended midway to my knees and leggings under it when I went to St Peter's and had no problems at all. Enjoy your trip!
