We will be arriving to Rome by FCO airport and want to buy sim which will be valid across Europe, as we will be flying to Munich and Salzburg later. Who is the best provider and from where can I purchase it? Are there any shops in Airport itself ? What is the best sim plan ? For our last trip in Paris, we were able to purchase the Orange sim which was valid across Europe, 10Gb data + talk time costing us 40 Euros. Is Orange sim available in Rome ?
All SIM cards bought in any EU country will be valid in all EU countries, with no "roaming charges" for use in other EU countries.

Be aware EU is not the same as Europe.

I've used Vodafone last year but only within Italy as the EU roaming rules just went into effect this past June. This year I used a Vodafone UK SIM and it worked fine in Switzerland.
Other Italian carries are TIM and wind.
