For travel in Assisi and Tusacany is TIM or Vodaphone any better than one another? Primary purpose for internet lookup, directions, sending email.

Pretty much same coverage. Some mountain areas may be covered better by one or another alternatively, so it depends.
Below are their plans for foreign visitors. It includes many minutes of international calls.
But if you don’t plan to make international calls, but just use data, there might be better plans geared to Italians that would work cheaper for you too. Inquire at the store.
