Elizabeth, Your best bet on that route would be a budget flight. One possibility would be to travel by train to Rome and use EasyJet from FCO. There may also be flights available from Pisa or Florence. Have a look at RyanAir for PSA-PMO and Volotea for FLR-PMO flights. Vueling also appears to have indirect FLR-PMO flights (probably a short layover in Barcelona).
