My wife and I are going to Sicily for 2 weeks at the end of Sept. Would it be best to wait until we get there to get tickets, bus tours, and transportation to the sights we would like to see? We have made reservations at the Hotels we want to stay at already. We have 5 days in Palermo, two days in Enna and five days in Catania. We would prefer not to rent a car.
I would have rented a car, at least for some of the time. But not while inside the cities of Palermo and Catania, where the traffic is chaotic. Yes, you can wait until you get there. To visit Palermo proper, you won't need more than 2 days, Catania even less. Use the time available to take day trips to other locations. From Palermo you can easily go to Cefalu, Segesta, Erice, Monreale. From Catania you can go to Taormina, Siracusa etc.

I'd recommend staying in Siracusa on the island of Ortygia rather than in Catania. Ortygia is fascinating and has good transport links to Ragusa, Noto, all sorts of interesting places. Five days would pass quickly there! Catania to me doesn't hold much appeal (unless you have a family reason or something).
