I don't have the exact answer to your question but I believe that "Filling fast" means that there are 5 or fewer seats available. So maybe 23 people or a few more....
I believe that Rick Steves no longer emails group lists to tour members. Even on the bus we had to pass a sign-up sheet around for those who wished to keep in touch after the tour. (This is a change from many years ago -- I think that someone must have complained about privacy issues.)
May I recommend that you just call the office directly and ask them your question.
I'm envious that you are going to Sicily! That tour for me was canceled at the beginning of the pandemic. Enjoy!

Tour group lists still happen, but they include only first names and location.

I am on the tour beginning March 6. There are only 11 people on the tour roster, but it is still a “go!”
To find your tour roster, sign into your account, click on “documents” and you will see the roster on the list of documents. The roster only includes first names and cities. I appreciate that RS has our privacy in mind.

Renee thanks you hit right on my question. We are six time RS tour travelers. All of them had 22-25. Were always lucky be able connect with some really great (now) friends. Some we have toured with again. It will be interesting to see if the smaller groups change the dynamics. Either way you will have a great time. Looking forward to following in your path soon.

Our guide is Alfio Di Mauro. He will be featured on Rick’s Monday Night Travel on February 28.
This will be my 6th RS tour - so I know it will be great!

Renee, Alfio was the guide for the Sicily tour I took in Sept. 2013 (my first RS tour). He’s an excellent guide and it was a wonderful tour. You’re going to have a great time!
I’ve heard that the itinerary has changed since that time. I hope that you’ll do a trip report.
