Hi. I'll be traveling to Italy soon and the host of my Airbnb wants me to send a copy of all guests' passports so that he can submit a declaration of stay. Does it sound safe to share this personal information with a stranger? Thanks in advance for any feedback you can provide!

It's fine, this is a normal request. If you stay in a Hotel they will ask for your passport and my former AirBNB hosts have asked for a copy on arrival, but sending it before sounds ok too.
Ditto: it's legal and perfectly safe.
The same applies to Italian hotels only they make copies at check-in.
Perfectly normal and has been for decades. There is very little information in your passport that is not available on any web search. Less information than you driver's license. It is safe.

Required by law since the Royal Decree no. 773 of June 18, 1931, when Mussolini was Prime Minister.
The law has been modified in various stages over the years, and the latest was on July 1, 2013. The law requires that the personal data be communicated digitally (via web) to the Police Headquarters responsible for the Province within 24 hours from the time of arrival of the guest.
Failure to do so constitutes a crime for the hotel/apartment owner punishable with a fine of €206 or with the arrest for up to 3 months.
Hotel (lodging) checkin for international travelers - “May I have you passport and a credit card please.” Additionally, it is common for them to make a copy of your passport.
Another thing to be aware of: your lodgings will charge a city tax to be paid in cash. The amount depends on the city. Also totally legitimate.
The city tax, while it is becoming more common, it is not universal --- yet !!!!
I just sent my Airbnb host our passport photos for upcoming trip next month. It is necessary by law.
