Breakfasts are normally provided by hotels. I don't remember seeing any restaurants offering breakfast, as most only open at about lunch time. There could be some, but I wasn't looking for them.
I'm with Ken, can't think of anything in this mode. Italians don't really go out for breakfast - except to go to the bar and have a cornetto and espresso while standing up at the bar. If your hotel or lodging doesn't provide breakfast, you can join in on that.
Echoing Ken and Kim above: breakfast as we know it in the U.S. isn't an Italian thing. If breakfast isn't provided by your hotel, classic morning fare is cornetti + espresso or cappuccino combo at a bar.
Breakfast has been included at all of our Italian hotels so far and has ranged from modest "Continental" offerings of cold pastries, juice and yogurt to more expansive buffets of meats, cheeses, granola, fruit, hard-boiled eggs, etc. If staying in an apartment, breakfast items from the market and bakeries are your best bet.

We had a Sunday breakfast at Le Sirenuse (hotel) but it was more than 30 Euro
And I'm sure at Le Sireneuse it was more than 30 euros a person!
I can't imagine spending even 15 EUR a person for breakfast in Italy. An espresso and cornetto = 5 EUR (maybe more in very touristy places where they take advantage of luxury travelers). You'll spend 30 EUR only if you go to a 4-5 star hotel geared toward tourists...no local spends that much on breakfast because breakfast is very low-key in Italy. Most small hotels/ B & Bs include breakfast as well.
