My wife and I will be in Rome next October for our anniversary. I would like to renew our vows. Is it possible to contact a Priest near Vatican City to provide this service?

People posting here in the past have reported going through their local priest/parish to arrange this. You don't say, but assuming you're Catholic, that might be the best way to arrange this.

You will need to discuss it with your own priest first. If you are not Catholic, you will not find a priest to do this at all. There are Protestant churches in Rome though, you could work through your own minister/church.

Suggest you go to www.santasusanna.org, which is the parish for americans in Rome and start there. They have a pretty detailed website and the question has probably been asked before.
