According to skyscanner.com, the cheapest airline for that itinerary will be Blu-express. I don't remember anyone on this forum ever reporting any problems with them. http://www.blu-express.com/en/index.html

I didn't have any problems with blu-express from FCO to CTA and they didn't balk at my RS convertible carry-on, unlike Easy Jet. I paid less than $50 per ticket. And, as with any flight within Italy, expect a delay.
