Rome taxi fare question

My understanding is Rome set the taxi fare for a ride between 'anyplace inside the Aurelian walls' and Fiumicino airport at 48€.
Does the fixed 48€ taxi fare stay the same for a ride in the middle of the night (4am)? Is 48€ all inclusive?

A couple of weeks ago I departed my hotel in the Colosseum area to FCO at 4:00am and the fare was fixed at 48€. The taxi driver confirmed the price with me when he arrived for the pickup. The staff at my hotel had prearranged it for me the day before. This was a regular taxi, not a service.

After some online research I initially was planning to book my ride using either ‘Welcome Pickups’ or ‘mytaxi’ App. But then I read some user comments which gave me second thought.
Your comment is very reassuring so I am going to do the same and ask the hotel to prearrange the taxi for me.

we had a pre areanged taxi, but the few times we took a cab in Rome we felt over charged, not all the time but a few times. In Florence we didnt have this problem but we didnt need to travel far in Florence

believe the airport rate is set by law- so you should not be overcharged.

The only place in Europe where we are sure we were overcharged was Nice.

I vaguely remember there might be a slight charge for middle of the night, but no more than a few euros.
