Walks of Italy has a Rome Twilight, a Colosseo at Night, and Crypts & Catacombs at Night.
Dark Rome has a Ghosts, Mysteries, and Legends tour we took once. It was fun.
The owner of OliveTreeHill.com, a great bed and breakfast in Zagarolo, is famous for his midnight tours of Rome by automobile. We found him to be an excellent tour guide. We took a commuter train into the city for our day excursions.
We found about as many great tourist sites outside the city as inside. And they're not very crowded for the most case.

The owner of that B&B is NOT a licensed guide so should not be conducting tours. If caught he would face a huge fine.
Only use licensed guides for any tours.

Pretty sure David didn't mean a formal tour. I have hired a taxi for a "tour" of the monuments at night for a friend who had mobility issues. The driver didn't speak much English, but he stopped for photo ops at seven or eight places. It was lovely.
If you have Rick's Rome or Italy book, he has a night walk through the center of Rome.
