Rome it is based on your input....which leads to new questions...

Grazie for all your responses to my concerns about visiting Rome in July...
I will start in Rome for 3 nights before heading off to Tuscany. In Tuscany I will be staying near Siena. New question-How do I manage an early flight out of FCO-6:30am?
Is there an inexpensive hotel near the airport to stay?
My thought is to drive to Orvieto and have lunch and see the town before I turn my car in and then take the train into Rome in the late afternoon.
Is it safe to leave my luggage in the trunk of the car while touring Orvieto?

We stayed about an 1.5 hours north of the airport near Orte (about 30 K south of Orvieto). We just got up super early (groan) and drove to the airport, dropped our car there (rental drop is in the parking garage adjacent to airport). You could consider overnighting in Orvieto and enjoying some night life. Or, drive to an airport hotel late at night and overnight there.

Hi Dianna. If you drive to Orvieto & intend to return your car there, you can most likely leave your luggage in the car rental office. We were supposed to pick up a car in Orvieto & we took the train from Rome to Orvieto, left our luggage in the car rental office, spent the day in Orvieto & then returned to the rental agency in the late afternoon to retrieve our luggage & a car. Unfortunately the rental agency didn't have a car for us but that's a whole other story! The point is that the rental agency allowed us to leave our luggage in their office all day which was really great as I don't believe that there are storage lockers at the train stn in Orvieto. So, you might phone or e-mail the rental agency & ask if this is possible. It's probably fine to leave your luggage in your car all day in Orvieto but if you can leave it with the rental agency, that might be a better alternative. Have a great trip. Orvieto is fantastic!

I think you should train into Rome the night before your departure & stay the last night in Rome. If you were to stay in Orvieto that night, you'd probably have to catch a 2:30 am train out of Orvieto to Rome & I don't know about the availability of trains would be at that hour.

Do you have to be at FCO at 6.30 or is your flight leaving at 6.30? You will probably have to be at the airport a couple of hours before the flight, no?

Trenitalia lists the first train in the morning at around 5 am, arriving at the airport about 5.50 am, and your plane will probably be boarding by then. So you will have to get a shuttle or taxi to FCO if you stay in Rome.

Your best bet may be to keep the car, stay overnight in Orvieto (well, half a night) and return it at the airport. Driving in the middle of the night, you probably won't have much traffic to contend with, at least.
