Can't answer about the boat ride, although having seen the Tiber and the high walls designed to stop it from flooding, my inclination is no.
The bridges are very pedestrian-friendly. If you go across one bridge, I think it is Ponte Sant'Angelo near the Castel Sant'Angelo, you can look up the Via della Conciliazonie and get a view of St. Peter's Dome that is especially lovely at night.
The walls along the Tiber are indeed very tall and it would be hard to see much of the city if you're down on the river. And, yes, the bridges are extremely pedestrian-friendly, as is almost all of Rome.
No way is it worth $17 to do this...that is unless you enjoy riding through the center of an ugly oversized creek with 20' concrete walls on both sides.
