Has anyone been in Rome recently and seen if Trevi and other large fountains are still flowing despite the drought they are having?
I believe fountains use recycled water, so I don't think they're running out of water soon. Whatever the case, here's a live webcam where you can view the Trevi Fountain.

The Vatican turned off its fountains and it remains to be seen if others will be shut depending on the length of the severe drought.

But no matter if they do: there are plenty of fantastic things to see in Rome, and it's best if they need to conserve water for locals who depend on it.
