Any ideas if I should just take a taxi from the Fiumicino Airport to my hotel that is near the Stazione Centrale Termini?
I know the romeshuttlelimosine is 35Euros for 3 passengers but I don't know how taxis work and what the rates are.
I cannot take a bus or train because I have lugguage.

Having luggage will not prevent you from taking either a bus or train. The Leonardo express from the airport to Rome Termini does exactly that. Just place the luggage in the overhead racks. The fare is 11Euro per person so if you have 3 people, it's 33Euro. You are close to shuttle fare and your are getting close to taxi fare which could be about 50Euro. There is also a regular bus that runs from the airport to the Rome Tiburtina train station which is not Rome Termini.
The flat rate for taxis from your area to Fiumicino airport is 40 Euro aboard one of the official taxis (white), so if you need a cab, let them know you're aware of this regulation. That's for up to 4 passengers and a reasonable amount of luggage per passenger...say one bag each?
