Rome FCO Terminal 3, VAT Refund location?

I'll be leaving through Terminal 3 in the morning, where are the VAT refund offices I would go to(after customs)? (Are these offices referring to GlobalBlue, Premier, etc., whichever one the vendor I bought from chose to work with?) Will they be open between 8am-11am in mid-July?
