I will be flying into Rome on my way to Puglia . I do not want to drive out of Rome, so thought I could catch a train to smaller city and rent an auto there and carry on my trip. What smaller town has a train station and auto rental place in walking distance?

Will you be staying in Rome before heading to Puglia? If so, many people rent at the Tiburtina train station because it’s easy to drive out of Rome from there.

If you don’t want to drive the 6-8 hours from Rome to Puglia (driving times vary depending on exact destination) I think the most logical alternative is to take a high speed train from Roma Termini to Bari Centrale, then proceed by car from there.
Depending on how many people are traveling together, the train option may be more expensive, but it’s a long drive, so I wouldn’t advise you against covering the bulk of the distance by train.
Both Europcar and Hertz have offices walking distance from the Bari Centrale train station.
There are also rental offices in other cities (for example Brindisi airport or Lecce), but not knowing where exactly you are headed, Bari train station is probably the best advice I can give now.
