Rome and the construction

I recently learned about all the "housekeeping" construction in Rome, this is my first visit to Italy and I have a few questions.
1. Will all the sites be obstructed from our viewing?
2. Other cities also affected? We are planning to go to Florence and then Venice

"All" would be difficult. In May there was a lot of fencing all through Rome with signs about the Jubilee. I saw nothing in Florence. I will be back in Rome in a few weeks so I am not sure what will be going on then.
