Leaving Rome early tomorrow morning. Have regular souvenirs purses, clothes, no food or wine.
Have 1 tax doc that needs to be stamped and mailed. What should we expect at customs?
It will be US Customs once you arrive in the US that will be a possible problem or delay. Rome doesn't care what you take with you.
But maybe they need a tax form stamped by a customs officer in Rome to get a VAT refund. I believe that is the question here---where and how?
We have only exited the EU from Heathrow and figured it was ot worth the hassle for the few things we purchased. So I am no help!
Check out this website. However, you never know what changes to the "system" could have been recently made. I would allow at least 3 hours to get through the whole process of checking in for your flight, passport control, security plus your VAT refund.
