Assuming you mean Civitavecchia, you've got lots if options. Your cruise likely offers a transfer to the city or airport. You could take the train, and then taxi/Uber. You could hire a car and driver. You could take a taxi (expensive).

Trastevere is the neighborhood you want to sleep in while in Rome. It’s very cool and bohemian like and a great place to wander and eat dinner. Rick Steves’ guidebook may have some recommendations.
Your choices are, as follows:
1) Take the train to Civi then a taxi to your cruise ship.
2) Book transportation through a service like Romeinlimo.
3) use either 1 or 2 the day before the cruise and stay in Civi overnight before the cruise.
We have been to Rome twice and love the city. It is filled with so much art and history. I live the area around the Pantheon.
We booked in the Hotel Nazionale. Price is about $200 per night. If that is too much, consider the Hotel Pantheon.
