We are celebrating our 25th wedding anniversary in Rome and are looking for a romantic restaurant. We are staying in the Campo de' Fiori area but don't mind going outside the area. I want to make a reservation before we go in May.
Top of the line for romance and cuisine is no doubt the Pergola at the Cavalieri Hilton. Very expensive, though, so if that is not what you had in mind, take a look at

Having been to Italy a couple times, the restaurants on piazzas can be very tempting, especially if there is a major tourist sight within view. But, in my humble opinion, these restaurants offer mediocre food at often ridiculous prices. What's more, if you're seated outside for the view, you'll be constantly pestered by peddlers trying to sell you flowers or cheap trinkets. So, I would wander a few blocks (or more) from the main piazzas before finding a restaurant.
You might want to try the rooftoprestaurants.com/italy web site if you want a place with a view.

BTW - don't forget to wander into the bakery in Campo de'Fiori - the cookies are fabulous. And walk across the road into Piazza Navona for a late evening gelato.
I enjoyed a restaurant close to Campo de'Fiori and it is called Fortunato al Pantheon. Across from the Pantheon.
