I'm trying to make rental car reservations and we have a 7:30 am flight out of FCO. The Dollar Rent A Car site won't allow me to make the reservation if I return the car earlier than 8:00 am. Do they not have after hour drop offs at the airport? Any rental car companies people could recommend?

I don't know about Dollar, but I've had good luck with Autoeurope, which frequently uses Europcar in Italy.
I've dropped at airports before the offices are opened. They have drop boxes for this purpose. Just to be safe, I take pictures of the car from all angles (now that digital cameras make that easy) with things in the background (the rental office, for example) that identify the shots as being from the airport location. Just in case there's some damage claim. But I've had no problems going through Autoeurope.

I've had great experiences with AutoEurope. There drop boxes to leave the keys at the airport & some of their other locations.
