We will have a car in Tuscany and our next stop is in Florence. Is it possible to return a car without getting into the ZTL that I keep reading about here??

You don't say what rental car operation you'll be renting from, but there are rental offices in the city that are not close to the center city's ZTL's. And when in doubt, return the car to the airport and take a shuttle bus into the city.

Returning car rentals are authorized to get in. The rental car company, upon your arrival (within 24 hrs) will simply register the vehicle in the "white list" in the City website so that no ticket is issued even if the car was photographed while entering. In any case there are itineraries to follow that will totally avoid the cameras and get to the rental car return without being photographed.
