I would expect the agent at the initial pick-up counter to be able to advise you or to place a phone call to another office. Common wisdom includes taking some photos of the condition of the car, maybe including fuel levels, when you leave it, in case there are any damage disputes later. If you've purchased zero-deductible CDW, that's less of an issue.

We weren't able to reach Hertz by phone yesterday so we will just have to hope for the best when we return the car this morning. Greatly appreciate the good idea to take photos of the car
