Is it possible to rent a car in one city and drop of in another? Is it also more expensive?

Hi Debbie, I am renting a car in Orvieto and returning in Florence. In order to avoid potential problems with driving in the ZTL's I am choosing to drop the car at the airport in Florence. It might be a little more hassle and or cost money to get into town, but is preferable than getting a pricey ticket. I rented through Autoeurope.
Debbie, a few thoughts. 1) I hope that that there are several days for your car rental and that you are driving to many places before dropping off the car in Florence. 2) Pisa also has ZTL zones so be cautious there. 3) I hope that the CT is not on your driving tour list. Except for rare circumstances, tourist cars are not permitted in any of the 5 CT towns. There are parking lots above some of the towns but they are quite full during the busy months. 4) Andrea has a great idea on where to drop off your rental car. There are bus runs from the airport into Florence. The ATAF Volainbus will take you to the main Florence train station from the airport. A taxi ride is about 25E.
As previous posters noted, return the car at the Florence airport. Even if the rental car company says you can return it at the Florence train station, I would not take the chance of getting a ticket.
A few other notes. Get an International Driver's License at your local AAA office. I believe it's $15 and it does not require an exam. Also, purchase a good Michelin map either here on this website's travel store or at a Barnes & Noble. It would also be good to have a GPS in the car. I'm assuming you'll be driving through Tuscany and a good map/GPS will help you navigate through the red roads and small towns. Most of all, have fun on your trip.
Denise is correct about getting the International driver's license. It's required by Italian law. However, your car rental company will rent you the car without seeing it.
I did this exact thing last year. Rented at the Pisa Airport, returned at Florence airport. I was willing to pay the premium to avoid both cities' ZTLs. I rented through Kemwel (which is owned by AutoEurope I believe) and it was a Hertz Automatic car. Hertz didn't charge a one-way fee, for that route anyway.
