Are there rental car agencies at the Naples cruise port?

I don't think so. Are you really sure you want to drive in Naples? Naples makes Rome drivers look like driving instructors by comparison.

Maybe it would help us if you let us know where you are going and what you have planned.
Rental offices are at the Napoli Centrale station, which is not too far.
Hertz has one also near the Immacolatella Vecchia pier.
However it would help to know what your plans are with a car.
The Hertz website shows 10 locations in Naples.
If you are arriving on a cruise ship, you may want to pick up a rental car from somewhere other than the one closest to the pier. It may be worth the taxi fare to get away from the hordes that will be there.
Driving in Naples is interesting enough without the added factor a negotiating an area filled with taxis and buses trying to move 1000s from the boat
We rented a car last year from the Hertz near the ferry terrible. We were heading south towards Pompeii. The agency was able to direct us onto the highway, which wasn’t difficult. We rented from them to avoid the extra fees at the airport and train station locations. I would rent from there again. We did a one way rental, ending at Rome FCO airport with no drop fee.

if you plan your weekend in advance you have a chance to book rented car cheaper. I know it for sure. A year later I was advised rental24h.com https://rental24h.com/ and I used this service, so it it was cheaper than usually.
samarbel, I don't think very many cruises start or end at this cruise port. If you are talking about a port-day excursion, you will get much more helpful advice if you provide details. A car is not recommended for a single port day in Naples. Driving within the city of Naples is never recommended at any time.
