Our current plans are to arrive Catania, spend 3 nights in Siracusa, & 2 in Noto, traveling via bus. But we've read that public transit to the Valley of the Temples is difficult or at least time-consuming so we're thinking about renting a car for the day either in Noto or Ragusa. Has anyone done this? Would it be an easy drive--there & back? We don't drive at night any longer!

There are two in Siracusa near to each other. Avis is in Ortigia near the bridge to Siracusa and EuropCar is in Siracusa near the bridge to Ortigia. Be aware of hours, closed mid day. With a car you can easily visit Villa Romana Casale on the way to Agrigento to visit The Valley of the Temples. You don’t need a car in Siracusa or Ortigia so wise to get the car as you leave.
In Ragusa, I see there are locations for Europcar, Avis, Budget and Hertz and a local company Sunnycars. Google is your friend.

I rented a car from Hertz at the airport in Catania (spring 2018) which I dropped off at Hertz in Ragusa. As I recall, there were two addresses listed for Hertz in Ragusa. One was right near the old town centers, but Hertz was not at that location. The other address, just a few minutes outside the town centers, was still convenient for our dropoff. From the activity at the counter, I could see they were also renting cars there.
ETA: this is the Hertz location at which I returned my car, about 5km from Ragusa Ibla.

The Hertz site also lists a rental center at Ragusa Comiso Airport, which is 30-35 km outside the town centers. The Hertz site indicates that location is closed until 31 March 2019.
If you are traveling around any Italian holidays (e.g. May 1) be aware that the Hertz US site was not aware of Italian national holidays. I had booked to return my car on May 1st and the Hertz site indicated they would be open, when in fact they were not. (Fortunately, I was able to re-arrange to return the car on May 2nd at no additional charge.)
