Hello. We are going to Italy in March and are renting a car. After initially booking a car with Hertz for 3 weeks, we decided to extend our trip to 31 days. Hertz says it can't rent a car to us for longer than 27 days. I'm not sure why or if it is a law in Italy? Anyone else experience this?
No Italian law. Maybe Hertz policy.
Go to AutoEurope (a consolidator) and rent through them. They work with Hertz, Avis, Europcar and all other major companies.
Check all their websites:

You should look into a short-term lease, available for pick-up Milan, Rome and Nice. It's more expensive but worry-free with a brand new car and full no deductible insurance and no additional driver fee. Auto Europe Long Rental
A rental beyond 30 days is considered 'medium term' and must be reported to 'the authorities', according to one rental website I visited. Some rental agencies explain that their 30 day contract can be renewed online or by phone.
