Picking up a rental car on the afternoon of Oct-9 In Florence from Budget and dropping off at same location, from there we're driving to San Gimiagno. What has me worried is the rental agency is in ZTL area near the Firenze S.M.N. train station. Hopefully the Budget rental agency well have instructions how to avoid ZTL or maybe there is a special permit for rentals since its inside the ZTL. How can i get info in english from Budget rental how to pick up and drop off rental without getting an enormous fine for accidentally driving in the ZTL. Hopefully some one can help me. Thank You

We rented from Enterprise which is right down the block from Budget. The rental agency gave us very specific directions (in English) of how to avoid the ZTL when departing.
It shouldn't be too much trouble for you as the car rental is south of the train station and you're heading south. If you tell them where you're headed, they should be able to guide you.

Rental car companies no longer use the Garage Europa on Borgo Ognissanti, so the thread linked above may not have relevance anymore.
