Really want to drive Tuscany on our own. Would like to rent a vehicle but am really concerned about the ZTLs in Florence. Are their maps of the ZTL locations so I can be aware and not get zapped?
Check the links in Nell's post on this thread. Try a rental location with easy egress from the city. Your rental agency should be able to give you directions to avoid any ZTL problems.

The above is the official map. Wherever there is a colored square, there is a camera.
One way to avoid the ZTL is to return the car to an out of city center location. Such as:
EUROPCAR: 2 Via Forlanini
HERTZ: 53 via Del Sansovino
All companies: Airport
You can pickup anywhere, including Borgo Ognissanti, which is inside the ZTL, because the cameras are only at the ZTL entrance points, not when you exit. If you pick up at the airport you will pay more in taxi fare and also rental charges. But you can return it there.

You'll also need the compulsory International Driver's Permit for driving in Italy, which is used in conjunction with your home D.L. You can easily obtain an IDP at any AAA location for a small fee. They're valid for one year.
We rented a car in Rome and drove up through the hill towns returned the car in Florence. We used Europcar. Location was downtown Florence on Borgo Oggnisanti.
I specifically asked the rental agent in Rome if the return location was in the ZTL and she said no. Turns out it was. The good news is that they go online and register the car license plate when you arrive so you don't incur the fee. No one told us that so it was a little stressful passing the flashing ZTL when returning the car.
Also, on the way into Florence from Siena. I'm not sure why the GPS had us on the route it did but we did pass by many ZTL zones that we had to drive around.
