Is there any problem with this. Don’t have incoming flight to put on rental car reservation but will be flying out of the airport. (Arriving by train)
If you are arriving in Verona by train, Europcar and Hertz are a short walk from the station. Avis is a bit further away. The station is a good distance away from any ZTL’s and you won’t have to take the bus out to the airport. You should still be able to return the car at the airport with no extra charge.
Thanks I thought about this but they wanted $ 150 drop off fee. So either way I have to get from the train station to the airport at some point (Flying out of Verona) I thought I would take a taxi from the train station to the airport.
I discovered that there is an aerobus shuttle that runs from the train station to the airport.

My main concern is if I will have a problem renting the car without having a flight in.
The rental company at the airport doesn’t care how you get to them, whether by train, shuttle or plane. They are merely interested in renting to you. You should have no problem.

They are a US based consolidator with excellent service and usually best rates, we use them for all our European rentals
We have always picked up/dropped off at different locations and have never paid a drop off fee
We have picked up at an airport we didn’t fly in to and nobody cares how you get there.

Take Christine’s advice and talk to one of the reps at AutoEurope. I’ve picked up at one location and dropped at another quite often in Italy and have never been charged a fee. When asked to give flight #’s on airport pickups, I’ve never bothered with that info.
Update- ! I just ran test rentals for 1 week in late April at AutoEurope and Kemwel (their sister company) and both gave quotes for Europcar and Hertz. I was surprised to see that both companies would Now charge a drop fee for city to airport returns in Verona. $54 for Hertz, $15 for Europcar and Europcar’s rental rates were substantially cheaper.
I use Auto Europe every time I rent. First I see what I find online, then I call them. I usually return the car somewhere other than where I pick it up (but always in the same country) and the various companies have different policies for those drop offs. Some charge and some don't. You won't know until you ask.
I’ve never heard of $150 drop off fee in Italy. Most of the time it’s zero (Europcar never charged me) or, for some companies, €15 (Hertz charged me such last year). Where did you book your rental?
Use a consolidator like www.autoeurope.com or www.kemwel.com.
Both are actually part of the same corporate group after a merger years ago, therefore they work the same way and the websites are identical, however sometimes prices vary between the two.
I just reserved a car with Kemwel (which showed the same Hertz deal for a few $ cheaper than AutoEurope) but received the email confirmation from AutoEurope. I had called both numbers and the person answering was the same in both cases. So access both websites to get the best quote, then it doesn’t matter which of the two you book with.

Interesting! Wonder if that is just Verona airport that is tacking that charge on now- or all airports in Italy?
Usually picking up at an airport means a higher rate.
I guess OP's solution would be to pick up/drop off at train station- take shuttle to airport.
