I am trying to rent a car in Siena on May 1st. Every where I look it says they are not open on Monday, May 1st because it's a Holiday. Any suggestions would be greatly appreciated.

You may not have a lot of choices, but one might be to rent the car the day before at the closest airport or rental office open on Sunday. Can you postpone picking it up until Tuesday? What is your stop before Siena?

You might check the Florence Airport rental locations. Even Saturday and Sunday hours of rental companies are often limited or non-existent in city centers.
And few of the Tuscan cities even have any car rental operations--just the larger cities.

I went to the Kimwel web site, then called them, and rented at the Florence airport May2, the guy was really good, gave me a 20 euro discount and was familiar with the Super CDW I wanted. Siena offices are open until 12:30 on Saturday, no Sunday hours. May 1 is a holiday, we arranged our schedule around it early on. But it was the reduced hours for the weekend return that caused our issue.
We also preferred Avis and were able to do that as well with them.
