Im wondering if i rent a car in civitavecchia time and return in sorrento will i be in the ZTL zone? If so is there someone to contact to be put on some kind of list so i dont get a ticket.

Not all of Sorrento is ZTL zoned
You certainly don’t need or want a car to explore the AC area
We’re staying near restaurant o’parrucchiano and i dont have the address yet. But the rental return is on corso italia210/p. Only using the car to go from Rome to sorrrento then turning it in.
You should be fine just driving to rental agency-that is Europcar. Right?
Check the open hours there as they will be closed midday 12-4 ish, close at noon on Saturday. Closed on Sunday
You will have to walk to your lodging, hope you don’t have a lot of luggage -probably 15 min walk but sidewalks will be crowded

Assuming there is no traffic on Rome's and Naples' ring roads, it's a 4 hours drive from Civitavecchia to Sorrento plus the time to get the car and a couple of stops.
On the other hand The restaurant you mentioned is 700 meters away from the Circum Station in Sorrento. I wonder Why are you driving? Unless, of course, you are going to stop somewhere on the way.
I can see wanting to drive rather than deal with all the transfers with luggage
They could take a direct train from Civitavecchia to Naples and meet there a private driver. It would be faster and this way they shouldn't worry about ZTLs
