We arrive in Milan around noon and have a hotel 20 Minutes from Menaggio. Can take car on ferry or not. It seems that a car would simplify a lot. Biggest problem: we don't return to Milan so have to drop off car in Como.

Sure, might be a good plan. Just be aware of ZTLs and other restricted areas, figure out if there is an added drop off charge. Ferries are sometimes a "no-Go" for rental companies, or at least nullifies any insurance. In Italy, some insurance is required through the company (Liability I believe), and your credit card likely excludes Italy from the complementary coverage benefit. meaning you may be left to purchase CDW from the rental company.
Do not overlook additional costs of parking, fuel, tolls, etc.
Will you need or use the car while in Menaggio?
If not consider hiring a driver rather than a rental.
Driving after what I assume is an overnight flight is not advised

your idea of a car would simplify your travel a lot is not always the case in italy and other places in europe. so much easier with the train.
parking is crazy anywhere in town, ZTL zones (don't enter or get a BIG $$$ fine, read signs and instructions for driving, carry small coins for toll booths if you have an issue with credit card (it happens), anyone that drives has to have an IDP (AAA.com/IDP)
drive the car as far as you can with a rental return near border without paying the different country fee. then catch the train to next city
when we traveled by train, we packed a picnic lunch/bottle of wine & corkscrew, napkins/roll of paper towels, a deck of cards or download music/movie and enjoyed the scenery. no worries and no stress driving. relax and savor your vacation without hurrying
