We are flying into Florence the taking a train to ct, after that want to dive thru tuscany, can I pick up a car out side of ct? Gina

My preference would probably be to take the train from the Cinque Terre to either Siena or Florence, and rent the car there. That way it could be returned to the same rental location, possibly avoiding any "drop off charges".
Siena might be a bit easier as it's a smaller town. Of course, be sure to watch for the dreaded ZTL zones so you don't get a ticket!
Check the Guidebooks or speak with a travel agent to obtain information on rental firms in whichever area you decide on.

You can pick up a rental car in LaSpezia just south of the CT and begin your drive from there, or else Pisa would be a good option. If you go onto Autoeurope.com, it will list the many towns in Tuscany where you can rent a car.
Pisa is a good option to rent a car. I rented one this past summer at the airport and it was easy to get on my way from there. I happened to be going to CT after I rented the car (it just sat in CT during that time) but getting back and forth is really quite easy and quick.
La Spezia is your best bet. We rented a car in Rome a couple years ago, drove through Tuscany and dropped it La Spezia on the way to Cinque Terra. I can highly recommend driving through Tuscany. We used Hertz and it was good. Make sure you check the hours of the rental car place in La Spezia, I remember their hours were fairly limited on some days.

La Spezia is closer to CT than Pisa but your selection and pricing ma be better in Pisa. Matter of fact I drove through La Spezia from Pisa to CT. Good Luck!
