Regional Train Seat Reservation Price? Necessity?

I read in another thread that seat reservations are not really necessary on regional trains-

Do you agree?

Does anyone know how much additional to the ticket price a seat reservation costs? Can it be bought at the machine or only at counter?

Which countries are your traveling? In general it's not possible to make reservations on regional trains; seats are first come first serve.
