I have been doing some research on VAT refunds in Italy recently and I can't seem to figure something out. I am getting married in late September and have secured a photographer. The photographer is requesting the 20% VAT. I know that non-EU tourists are not subject to VAT on items purchased and some services and can receive a refund. I am just not sure what those services are. Can someone please help with an explanation on why or why not I would be eligible for a VAT refund on the photographer? Also, if I am not eligible on the services, would I be able to get a refund on the actual wedding album since that is a physical item?
The items for which you can receive a VAT refund have to be exported outside the EU. In this particular case it depends how the photographer will charge you. A base fee for his services is probably not refundable. But if you pay for photos that you take with you back to the States you should get a refund for that.
