We arrive to Vernazza by train from Nice. We have to call our B&B once we arrive. Anyone knows where we could purchase a SIM card in Vernazza? Our cell is opened and compatible with Europe.

I don't know about a SIM card. But I know there is a pay phone just as you walk down from the train station. I used a telephone card from a tabachi shop to call my BnB person
If you will have a SIM card in France, you might just use that same SIM card when you arrive in Italy. Most European SIM cards can now be used in all countries, the rate per minute would just be higher than the country you purchased it in. If you plan on spending more time in Italy, then you could purchase a new SIM card eventually, but just for that first call the French one should be fine.
