It's working fine on both my desktop (Windows 7 on Firefox and Chrome) and my phone (Samsung Galaxy S5 Android on Chrome).
So, it seems to be something particular to your setup. Start with re-booting, and if that's no good, try a different browser.

I haven't noticed any problems with scrolling so far. Try clearing the cookies and cache of your browser, or try a different browser.
