Is it best to take bus 23 from Piazza del Risorgimento to St. Paul outside the wall
or the subway ?- We are staying one block from the piazza and 3 blocks from the subway.
Also any news about the general strike called for October 24th - will it have an impact on transit in Rome?

What Quirite said. (The advantage to taking the bus over the metro is that on the bus you get to see places along the way. But in this specific instance, I don't think it would be worth all the time you would lose. )
Take the metro. the church is very close to the stop.
