What is the most efficient way to get from the PMO airport to our hotel Garibaldi? I was planning on getting a taxi when we arrive. Do I have to make arrangements ahead of time?

Perhaps contact your hotel for their advice? Or just join the taxi queue at the airport. There is also a bus that will drop you at the train station.

That should be very easy and very inexpensive. When you exit the terminal, look for the Bus to the right. As I recall, one of the stops it makes is the Teatro Politeama, and you can walk from there to your hotel. Check with the driver, as he may be willing to announce the stops. Current fare is listed at €6.30 PP (a bargain!). Here are the details on the airport website.....
