I would like to drop the car off in Tuscany-where would the best place to do this?

Why not drive to La Spezia to drop off. Then take train to Cinque Terre.

Presumably there is a night in Milan before what is assumed to be a flight out of Milan. Traveling from CT to Milan to catch a flight that same day is very risky.
