We loved the Galla Placidia b&b. It's very close to S.Vitale and,therefore, to almost all the other major sights. We had a spacious, nicely furnished room with a wonderful terrace for 80 euros/night. There are two other rooms that are even cheaper. Breakfast was good and varied. The owner is very friendly. I can't remember the website, but you can get it by googling.
