Looking for a place in Rome not near the Termini with a rooftop view around $160 per night USD. Doing more relaxing this trip this trip than running around a full day seeing the sites. Would like to get a pizza, a salad, a bottle of wine and enjoy the view. Thank you.

I think your budget is a little low for a spacious, comfortable place with a real view. We once stayed at Palazzo Navona Hotel, where the upper floor rooms had, in multiple cases, private terraces with room for tables and chaises. We didn't specify that, but only picked a medium luxury room quality. And we got a terrace. It was a modern, gut renovation of an older building, so it didn't have a lot of charm, but great A/C and nice comfort. The building is not very tall, so the views are not like from an observation deck. That is, the view is much better when you are standing up. Get what I mean?
When we had a luxury boutique hotel in Lisbon, the hotel's rooftop bar, where all the views were, was very hard to get a seat. I know you're not going to Lisbon, but I'm making an observation. You are going to have to PAY for a private terrace if you want to get pizza and wine and sit on a rooftop without involving the hotel's food service.
This place might fit your budget depending on when you go. It's right behind the Roman Forum. The restaurant has nice views and right above it is a rooftop bar that has an open view.
Not sure how much they charge for this room, but it has one of the best views.
It gets a bit busy especially on Sundays.

Roberto, no charge at all for that particular room, if you are in the know. The management, however, insists on you wearing that funny hat if you pop out onto the balcony for a cigar and a glass of wine. The wine is on the house.
