Thinking we may like to take a picnic to Burano. Any thoughts on that? Are there any prohibitions? Any good places to plunk down with some supplies? How about wildlife that may decide they'd like your picnic too? Alternatively, any favorite ciccetti, cafe or enotecas there? Tx!

There are plenty of places to eat in Burano if that's your concern. There are also many parks and many of the places that face the water are grassy areas. I can't answer definitively but Burano in general really does not give off a "heavily policed" vibe. The "call the carabinieri" sign in town only has 5 or 6 digits on it so it's a little behind the times.
If you are at all worried cross the bridge over to Mazzorbo which is the island immediately adjacent and the entire waterfront facing Burano is one long strip of grass, with occasional benches, facing Burano proper. I cannot imagine anyone bothering to even notice you over there let alone care enough to say anything.
In fact, if you want to check it out ahead of time get off the vaporetto one stop early at Mazzorbo, walk down the water front and take the first little door in the wall. If you do this you can cross through the fields of the Venissa Wine Resort past the old tower on your way to Burano. It is a moment of quiet between the vaporetto and the tourist bustle of downtown Burano.
Unless you are sitting on someone's front step or taking an outdoor table from a restaurant I can't imagine anyone giving you any trouble for a quick bite in one of the parks.
