I have read that you should not picnic on historic sites (of course!).
But where are good (romantic - we will be there in 3 weeks for our 25th wedding anniversary!) places to enjoy a picnic lunch?
I think a lot depends on where you happen to be at lunch times. Borghese park is nice for a picnic or just from down time from the crowds, especially if you have museum reservations and are in the area. We also found quite a few small piazzas in our wanderings that were often uncrowded and made good spots for an impromptu lunch area.
We picnic'd in the Villa Borghese Park in front of the Villa Borghese May '09. We obtained our picnic basket from GINA Restaurant located on the side street just to the left of the Spanish Steps. Their food was superb and they give you EVERYTHING you will need for your picnic.
Another vote for the Villa Borghese. It's very beautiful, quiet, and a good ambient temperature. I'd skip doing picnics near tourist sites like the Pantheon, Spanish Steps or Trevi Fountain.
Yep- Borghese Gardens. Really beautiful and quiet (and enormous!)
The Giardino del Lago has row boats for rent.
Its a small lake and filled with ducks.

As for a rowboat at a lake, I'll have to see if my wife will set foot in a boat after being in Venice the previous week ..
